Contracting Strategies
Salton Companies success in diversity inclusion rested heavily on our ability to
execute focused contracting strategies. To ensure success, we have develop and
implemented the following practices.
Targeted Bidding and Delivery Approaches
- Develop a schedule of bid packages relevant to project demands and identify
opportunities and focus efforts on areas of potential M/W/D/LS participation
throughout the lengthy construction phase.
- Unbundling of large bid packages into smaller scopes of work that can be
performed by firms who may not have the capacity to perform the larger
package.
- Provide multiple plan room resources for M/W/D/LS firms to review plans
and specifications, and obtain additional information about bid packages prior
to the release of each bidding phase.
- Bid solicitations will be advertised in non-traditional media including
LaPrensa Latina, Tri-State Defender, and other publications identified as well as online.
- Salton Companies will allocate a portion of the budget for M/W/D/LS suppliers,
vendors, and subcontractors to provide project office equipment and furniture,
computers, copy machines, trailers, and other construction soft costs items.
Teaming and Joint Venturing
- Identify M/W/D/LS suppliers, vendors, and subcontractors who may not be
able to qualify or do not desire to bid a particular package in its entirety, and
assist them with developing joint venture or subcontractor relationships with
other prospective bidders who can compliment their skills and resources.
- Encourage alliances between prime and M/W/D/LS suppliers, vendors, and
subcontractors who do not yet have the capacity for a large prime contract
by stating expectations in bid specifications. We will require these trade
contractors to submit certifications of M/W/D/LS classification as part of
their bidding documents. We anticipate the emergence of more qualified
M/W/D/LS firms as the project is executed, due to the on-going education
strategies. All bidders shall include their individual goals and methodologies
as part of the bid submittal requirements.
